With only 3 years of experience in insurance, I think you are unlikely to be hired as an underwriter for an insurer. I would definitely try an MGA first, and Big Dog is right -- start with AU. You will most likely need to accept a UA (Underwriting Assistant) position first. Most companies will look at the depth of your general knowledge, not just your technical knowledge (CPCU).
