Allstate has screwed their agents so many times it's hard to count. State Farm is also not noted for being kind to their captives. Federated is brutal to work for as well, have to sell the auto dealer or oil jobber P&C plus life plus investments and if you don't they rake you over the coals. So ...

Farmers has been available to some east coast states via independent agents for a few years. As far as I know they are captive only everywhere else - midwest, west, southwest. Just some east coast & southeast states through independents.

I would think this would be E&S only. Big difference, though, if they are doing lower or higher work. Across from my old office in Chicago there is a 40 story building that has had scaffolding around it for over 5 years.

That program must be an OCP (or OCIP). Owners and Contractors Protective. That is job or client specific coverage and is not ISO standard stuff.
