I know I'm being somewhat facetious, but didn't the CA DOI decide that EVERYONE had 'guaranteed replacement cost", whether they requested it or not, after the Oakland Hills fires?

I'm in Oregon and work with MetLife Home & Auto and they offer guaranteed replacement cost, expanded replacement cost and basic replacement cost. I'd assume that they do in CA too.
