Is there a way to cover this with U.S. based insurance? Foreign package specialists like AON's TravPro have advised they can't offer HNO for this (and it makes sense since they are effectively acting as transport companies), and also, ISO's auto form lists worldwide as the coverage territory except it limits coverage to private passenger only (and these would be 20+ person vans, so not PPTs).

Anyone have experience with this? My thought is that they need to get in-country insurance for this -

An update is I found a Westchester program that includes "Contingent" auto liability that may be of use here. However, our customer noted on their paperwork that the liability included with their rental will have liability for external claims (i.e. people they hit) but won't cover passengers. That seems very strange to me, based on U.S. insurance, does anyone know for certain if that's how it works in Europe? More specifically, is liability insurance that covers passengers not required by law? Primarily, the exposure is France and Italy, if that matters.
