Workers Compensation in FL

I am having difficulty placing small WC in FL. Our CA carrier will not write FL. The FLJUA will charge a 210% surcharge. This is code 4511 payroll $335,000. Any ideas?
I appreciate your comments and suggestions.

I have a home through the employee leasing markets that will write that at state rates or even discounted depending on the loss history.
