COC for moving a house

I have an ins'd who bought a house. He is cutting it in half and moving it to another lot. He needs course of construction. Zurich won't do it. Essex is maybe considering. Any other ideas? I am in CA.

Go to RPS in Scottsdale - they do very hard to plaace Personal Lines for the 12 western states - They have done this before no problem
