I have a Jiffy Lube owner that has a few oil change locations, looking for commercial coverage. Where is the best place to place such a risk?

I would try Zurich i know that they have a class for oil change operations

They are probably already with universal.

I would tell them to contact their association program provider and go there. They would probably have the broadest cover, based on their exposures at the best pricing.
