I need to find coverage for client who does custom cycle building ( Harley type bike, he would also service and repair or add custom figures to existing customer bike.

Might be worth a try to call K & K and inquire with an Underwriter in their Franchised Motor Cycle Dealer department, where one might try and place this type of risk. Also try referring the risk to Motorsports Insurance Services (Bob Leggio) in Los Angeles. This guy does some custom car builders, nice guy but probably will not give away any markets. http://www.motorsports-insurance.com/
