How is this class best handled for AL and GL and what markets provide the cover? Have a company that brokers deliveries using Owner Operators ( O/O's ) who operate under my clients carrier' authority. However, O/O's required by contract to carry their own ins. It's unclear when / how Carrier and O/O's policies would respond in event of a claim?
If O/O AL insurance uncollectable does liability revert to Carriers' AL or GL policy ( via contractual? ) Is there something called a Truck Brokerage Authority on CGL?

Are you really talking about a truck "broker", or a trucker that utilizes owner operators? Brokers generally place loads with truckers who have their own motor carrier authority, whereas truckers that use owner ops do have motor carrier authority under the carrier's name, and the carrier provides the insurance. Which one are you dealing with?
Note: it may be confusing to know that brokers have to have authority too, but it isn't the same kind of authority.
