COBRA is the Coastal Barrier Resources Act for flood insurance in areas that are not mapped or in a flood zone, and you can't buy flood insurance in these areas. The Windstorm pool in Texas has now said that you must buy flood insurance in certain zones in order to buy windstorm insurance,so unless you can find a company to write the windstorm you can't build in these areas unless you don't want to buy insurance.

You can try SWBC, www.swbc.com, a mid-size broker located in San Antonio. They write COBRA flood, XS flood and Wind. 800-527-0066.
