Zenith is a carrier that is willing to write risks with High Mods(one shock loss) and no frequency issues.
Based on recent experience which other carriers are willing to quote and write these types of accounts?

ACE writes high mod accounts - in California they use Pacific paper. Granite States does as well. I use Maxim Insurance Group to access these carriers in California. The highest mod I've placed is 2.00 but that was not in California.
