Trucking for hire with Losses

Need to find a new carrier for a client with long haul trucking. Scottsdale is non-renewing due to losses. Anyone know where I can go with this? BTW.California Risk............need liability & Cargo.........

FYI_Progressive has a 500 mile radius restriction. No long haul.
