CA liability coverage for product - Gopher Gasser

My client is a California wholesalers for garden supplies. They're looking for liability coverage for their new product - Gopher Gasser.
The product produces heavy smokes to get rid off the gopher in the yard.
Its composition are: potassium nitrate, sulphur and carbon.

Any market for this risk as well as other garden products

Why isn't the manufacturer covering the products liability through a vendor endorsement? If they have to carry it themselves, we have had success with a manufacturer of a biodegradable pesticide through Bliss & Glennon.

Hartford will cancel current GL policy if this product in production. The market from AgentSecure decline it. Let me try Bliss & Glennon.

The market through Bliss & Glennon only underwrite ISO certified manufacture. But my client can't meet such requirement.

Just how lethal is this product? Can you provide the material data safety sheets? I have a market if this can be proven safe to humans.
