You will not find anything better than $29k if they are doing tract work. You can try financial pacific and Everest Indemnity through Colemont but I do not think they will be any less than what you already have.

Admiral doesn't do ANY new residential work, and Lincoln General has a terrible form. Hope you wrote him with Gemini.

You might be able to do the Preferred Contractors Ins Co RRG which is not yet rated but which has its reinsurance with Lloyds which is A+ rated.
That causes many developers to accept PCIC rather than ProBuilders. Price would be a fraction of Gemini and not include a Sunset Clause.

Actually Lincoln General now offers a standard occurrence form in addition to their terrible manifestation form, however there is a tract exclusion (5 or more homes in a project) Also not sure what this "cement" contractor is doing but if it is concrete foundation work it wouldn't fit anyway.
You can also submit to Navigator's on a brokerage basis (for those accounts that go over the $7500 threshold) and they would likely quote this and may possibly beat Gemini, however check their tract exclusion carefully. I believe they define a tract as 10 homes or more and your post wasn't clear...you said "8 tract new residential". Does that mean 8 homes in one tract or 8 different tracts? If its the latter, Gemini's premium is looking good. Also Navigators will sometimes quote with a 4 year sunset clause so check quote carefully.
