Hello Trotter, do not know about CA as in TX but have written personal through broker RPS that offered reduced limit of 25K for pets.

If the dog was put through the AKC Canine Good Citizen training and earned the certificate there would be many carriers willing to accept the dog. Good luck finding a class though.
