no, it's not unusual to have a preferred market behave exactly as you describe. What the string about is more referencing is filling out Acord applications to submit to non-computerized markets. This would encompass almost the entire E&S marketplace, as well as some of the larger Preferred carriers.

Here are some links to a few YouTube videos on how to complete the ACORD 125, 126 and 25 forms. I did these a year or so ago but did not think they were being used very much. If there is more interest I might do other specific forms.
