Rackley vs. NetRate

Anyone out there familiar with Rackley and Net-Rate? We are switching from Rackley to Net-Rate due to our Management Software. Personally, I am more familiar with Rackley and like it but our VP of IT dep't recommended the switch and we already committed over $250,000.
