Auto Damage Estimator jobs

I live in PA and am finding it difficult to get an insurance job as an Auto Damage Appraiser. I have been doing desk reviews for Five years on Mitchell Ultramate and licensed in PA, DE, NY, CT, NC. Why am I not having success?
