new agency E&O

Does anyone issue E&O for new agencies?.. I am having a heck of a time with this. I also am having a heck of a time with production/commission projections.. Any advice? 
I have several extremely competitive markets for E & O for independent insurance agencies in AZ and NV. It appears you are located in OH. and I would have to determine licensing issues prior to helping you.
