Starting an independent in MO, need some questions answered

OK, so myself and one other person are already licensed and have been in the business for a couple of years and would like to start our own independent agency. We are wondering what the typical cost is for starting and what fees are in order. Other than E&O coverage what else do we need to look at, not counting the obvious office rent and computers etc. We're more curious as to the startup fees and filings and a step by step as to what we need to do.
