Does anyone have a recommendation or source for samples of good agency operations and management manuals? I would like to use any ideas or samples as a basis for creating ours.

First thing to do is contact PIA and get the samples they have. We just reworked ours and used several ideas from them. Also Microsoft word has a download that you can start from
