NEED HELP STARTING INS COMP IN CALIF

I'm interested in starting a prize indemnification insurance company in California. I want to be the insurer not the producer (broker/agent). Can someone please direct me to any company, vendor, association or law firm that can help with the process and compliance?

Let us know please how it's going to go. I thought in order to be insurer you need to have a few million bucks in a bank....
