McConaghy Takes Reins at Rhode Island Department of Business Regulation

A former Rhode Island Department of Business Regulation attorney will be sworn in today as the department’s new director. Marilyn Shannon McConaghy was executive counsel to the DBR for the last two years and played a leading role in the Harvard Pilgrim Health Care insolvency, which affected thousands of policyholders in the state.

“In what was a very difficult situation, Ms. McConaghy skillfully balanced the concerns of insurers, health care providers and the public,” said Stephen D. Zubiago, local counsel for the National Association of Independent Insurers. “She made sure that policyholders were quickly transferred to other insurers, saw to it that providers were paid for all services rendered, and averted a major crisis in the Rhode Island health care insurance market.”

Prior to her tenure with the DBR, McConaghy served in the Rhode Island State Senate and as an attorney in private practice for almost 15 years. Zubiago, who has worked with the new director on a number of issues, including agent licensing, described her as a “very capable attorney who knows the insurance industry and is always willing to listen to our concerns.”
