    The article fails to point out that Dan Reardon reported Legion Ins. fronting Co. to the PA DOI who did not even have the Legion insurer on a “watch” list in 2001 or early 2002 pointed out by obvious insolvency indications in Legion’s mgt. report! Reardon was only attempting to keep members of SECURE (fronted by Legion Insurance Co) covered with claims getting paid, while another licensed insurer was put in place for the SECURE pest control program. Actually, the PA DOI thwarted Reardon’s attempts to replace floundering Legion for the SECURE member insureds. The PA DOI’s handling of this matter was entirely self serving and not in the best interests of the policyholders. The SECURE pest control program was well run and profitable and pest control driven.
