It seems to me that the State should be persuing the owners of the properties concerned, rather than the paint manufacturers. It is well known that fumes from lead paint are dangerous when it is being applied and during the drying period but, once dry it is relatively harmless. It only becomes harmfull again when it is so old and dry that it flakes or,if it is burnt or scraped off.
How is it that these properties are so poorly maintained that they haven\’t seen a lick of new paint since 1978? Modern paints will fairly effectively seal old lead based paint.
