    If these quasi-governmental organizations operate at a profit, why are they non-profit? I mean, who could benefit from this merger except top management? Certainly not us policyholders! With this merger, I\’ll bet profitability will increase, due to lower expenses by eliminating duplication. And they pay bonuses, and hold large surpluses without paying dividends to policyholders? this is a no-win situation for consumers….
