    Is it legal to talk on your cell phone (non hands free) and drive at the same time in RI?

    How do you cause $200 worth of damage to another vehicle and not realize it? It’s probably just a few scratches, but he should have felt the contact.

    Is this police officer condoning this type of action by saying, “It’s not something we intend to look into further. This type of thing happens all the time.”

    1) is it illegal to talk on cell phones in RI? so it did become a distraction, so much he never noticed/felt hitting the other vehicle.

    2) why was it so important to be on the phone just as you got into your car and you need to see all the way around you as you back out? i see many folks whom can’t be w/o talking. constantly on the phone and frivilous to the outside or the realm of their existence.

    3) yes, it can happen many times. getting hit the parking lot and find not even a single note on the vehicle. in many cases, parking lots are not considered an accident site for the police. in most cases, they can not proceed onto the property to make a report since they are considered private property, even though the public uses them everyday.
