fact that this was a bad issue from the beginning. but here’s what majorly pushed the issue even quicker:

a biker (2 wheeled, manpower) was involved in an accident and was given a ticket for reckless driving. lots of accidents are usually given this ticket. this fellow, did not have license because he only had a bicycle. now, this bad driver package affected him and the amount he was going to have to pay. WHOA! witnesses to the accident stated that the biker was reckless, but had made a bad judgement error. it was not like he was driving over 75 or weaving out between cars. this is why they did not look at the bill close enough. then again, it did not protect va drivers – it protected those driving here as tourist.
