Small neighborhood pubs would go a long way towards cutting down on drunken drivers. In core residential cities there are little bistros and watering holes everywhere. They don’t cater to large crowds and service mainly the locals who can walk or take a short cab to the local. Large bars in the middle of nowhere just scream drunk drivers. Their job is to sell as much liquor as possible and if a person gets too drunk they merely deposit them in the parking lot. Cops could simply set up road blocks on bar access roads after ten pm and virtually every driver stopped would be over the limit. Everyone knows this but too many drivers would lose their licenses and the cops wouldn’t get their freebies when they go to the bar.
