    if you are going to fine folks for this, why not fine them for walking and being on a cellphone as well? how quickly are you going to capture these folks if they are doing this? if they are at a park and using these items, does that mean you have to run me down and get me a ticket? afterall, most of these will be kids on skateboards and such. they don’t have a license nor an id card. i think they went too far in getting fined. who are you going to make responsible if it is a child? the fines for driving should be only used if causing an accident or inattentive driving. now, since the state has not passed the law and i drive on the interstate through the city, does that mean i have to abide by city law? if so, how can an out of state driver be aware of this law? and there’s the problem — folks visiting will not know these laws.

    Fine them excessively like drunk drivers. MADD laws have proven to change behaviors. Not.

    We’ve had this law for over a year….sure, it worked perhaps the first moth or two but after that, everyone “lost” the hands-free/blue-tooth and started cradling their phones to their ears again. If there is no enforcement, it will NEVER work.

    As for people (mostly kids) on skateboards and bikes, how is THIS going to be enforced? Will law enforcement make Johnny or Suzie call home and ask for mommy or daddy to come down with their drivers licenses or proof of residency so they can get the ticket?
    Aren’t parents responsible for the “willful misconduct” of their children?
    OMG! Give me a break!!!!!!!!!!!!!!

    What a waste of the taxpayers money!

    Philadelphia Police are not allowed to chase down off road vehicles which are not to be used on city streets. These off road vehicles drive very fast, go through stop signs, red lights, and drive where ever they feel like and the city is going to worry about cell phone use on a skateboard? Don’t recall ever hearing about a crase with a cell phone using skateboarder that killed someone. However, every year in Philly there are accidents with off road vehicles causing death or injury. Being a life long resident of Philadelphia, sometimes the City of Philadelphia is *** backwards.
