    He floated an idea about transacting insurance at each fill-up of gasoline, paid as a ‘surcharge’ through the fuel dealer on the charge. There were probably problems about verifying use and mileage and tranaction licensing, but it was a novel concept back in the late 70’s / early 80’s. Certainly if a driver uses gasoline, there isn’t a more grass-roots way to collect premiums.

    It will take an awful lot of $$$ to get drivers to let go and use mass transit.

    Mayor – here is an idea for you: get rid of all the parking spaces and parking lots then no one will be able to drive into the city because no one will be able to park.

    The your dreams will come true.
