We insured a Mom & Pop small grocery store in a poor section of town for 25+ years without a claim. Then, a “slip & fall” occurred. The ins co paid out $2400. The next year there were 8 more slip and fall “claims”. The grocery store went out of business, the Mom & Pop onto welfare, like their customers.

The state needs an ASSIGNED RISK PLAN FOR MALPRACTICE INSURANCE, they have this for high risk drivers who can not find affortable auto insurance and or too many points on their motor vehicle report.

Tom, like New York’s Medical Malpractice Insurance Pool, the state’s insurer of last resort, which provides insurance for doctors and others who are not able to get insurance in the voluntary market?

If that’s what you meant, it already exists.
