    Just because the State rates go down doesn’t mean the employers will see the savings. Most policies have selective credits and debits on them already so it is fairly irrelevant what the State does. All this will do is probably make fewer carriers want to write in PA (look at Delaware, for example) creating less competition and ultimately higher rates for everyone.

    well, we all know that medical costs are DECREASING and there is virtually no WC litigation in PA (*heavy sarcasm*), why shouldn’t PA rates decrease too?
