    put these people away for a few years – that would give them exactly what they want – free food and shelter.

    In my youth I used to handle Philadelphia auto injury claims. This sort of attempted BS was so disturbingly commonplace that I have yet to consider traveling through that city in the near or long term. God help me if my car comes within a nanometer of another vehicle while visting, no? The trauma could apparently permanently injure a person! (And yes, in Philly, witnesses to car accidents will also make injury claims for the trauma they experienced as witnesses). Best to view that whole area through the lens of the Sunny in Philadelphia sitcom.
