I’m really not into a “blame the victim” setting, here, but it sounds as if the driver of the Jeep foolishly stopped on the tracks in heavy traffic, with the result she was “trapped’ when the gates came down. I don’t quite see how this is the fault of the railway system, that the driver put her vehicle in harm’s way.
