This $28M is chump change compared to the $3B improperly paid by the US Treasury to state health insurers. Those payments were improper because they weren’t approved by Congress.
US Rep. Paul Ryan, R-WI requested an explanation of those payments, back in January or early February, but as of my recent info, the US Treasury REFUSED to provide an explanation.
