Jack, FEMA also didn’t collect Flood Insurance from the 9th ward in New Orleans. Those people never heard of Flood Insurance, but FEMA was out there handing out checks like candy for $2,000 for living expenses. Then, they were paying rent on apartments for them in other cities while they were collecting their benefits.
