    Look to Congress if you really want to blame someone Agent. The President of the United States does not work in a vacuum. They are the ones that would pass the provisions/laws that would allow the US government to release money. In this case the money ran out or the relief programs had a limited life-span by their design.

    Also, I do recall a few Republican members saying that they shouldn’t give any aid money.

    Lastly, I’ll remind you of a civics lesson: The Three Branches of Government
    1) Congress makes the laws, and with a 2/3 majority in both chambers can override a presidental veto.
    2) The President Approves, Vetos or sends back the laws for amendment
    3) The Courts have power to strike a law if it is held to be unconstitutional, or can override the president if it is found that he has exceeded the powers granted to him by the State.

      And the Commander in Chief is in charge of FEMA which is the Executive branch and is supposed to respond to emergencies. Do you remember Bush getting tremendous criticism for the slow response to Katrina? One would think the whole world was on fire for that. Don’t presume to give me a lesson in civics. We have a President trying to rule with a pen now, not enforcing the laws of the land and defiant to the courts. Lay the blame where it needs to be laid.
