I suspect the real question that should be asked is “were the financial results reported by the surviving co-ops fir 2014 really accurate?” The fact they are getting handed their heads in 2015 with claims expenses implies to me that several of these insurers possibly underestimated their needed 12/31/2014 claim reserves and have discovered in 2015 the reporting and development “tail” is far larger than expected.
There is also a chance that some of those insurers were overbooking revenues based on expected payments from risk corridor adjustments that never materialized and the reversal of the revenue never received is driving claims as a percentage of the reduced revenue through the ceiling.
Either way, I suspect poor accounting may be as guilty of the current period bad results as it was for favorable results reported for 2014.

The ACA was a good start. Hopefully it will lead into something better where all have access to basic medical care at an affordable cost. A key problem affecting the US medical care system is medical care is very expensive in the US no matter if a CO-OP or an established insurer is the conduit to pay for that care. Unfortunately, CO-OPs did not appear to understand this key factor when pricing and when managing their health plans. Overuse of certain expensive procedures and use of worthless medical procedures are also part of the problem. Moreover, individuals must take ownership of their own health instead of relying on medical care after the fact. Isn’t it better to prevent diabetes than to take multiple drugs, multiple testing, etc. Other factors that are costly to the system include the enormous cost to start up a health plan for the CO-OPs and the high cost of administering any health plan in the US. In the long term, it appears the best option for the US health care system is to have one insurance plan for everyone that provides “basic” “quality” medical care. We could eliminate some of the burdensome administrative costs now in the system. Modeling after Medicare would be a good start. If someone wants more that this then options could be offered through other insurance plans. The critics to the ACA (Obamacare) have not provided any real solutions and also do not have a clear understanding of what problems the US health care system must face.

The MGt also gave themselves huge raises this year. Insurance profit is based on taking in premiums and not paying out benefits.
The private HC and Insurance mkt in this country combines high costs and bad execution that can only come from near monopoly conditions.
Time to get rid of that system.Medicare for all,with a well regulated system.
