    Fines are only as good as the police who don’t pull people over.

      Third strike should be loss of license as well has hefty fine.

    There is no incentive to ticket drivers in CT because all the fine money goes to the state black hole known as the “general fund” to be squandered. Police have limited resources, and there are more important things than chasing scofflaws on handheld phones.

    The government uses fines for revenue purposes and not really as a deterrent to bad behavior, so there will never be enough money in the pot to satisfy the politicians – especially those in Connecticut.
