    By failing to purchase workers’ compensation insurance, pay unemployment insurance and payroll taxes, and failing to comply with minimum wage and overtime laws, employers lower their costs by as much as 40 percent. That places other employers at a competitive disadvantage.”

    How about looking for a way to make the other employers more competitive by getting rid of the laws/rules/regulations that cause this much of a roadblock to a business trying to create value for customers. Instead, the govt knowingly acknowledges that all of their laws/rules/regulations add 40% to the cost of what consumers pay for products.

    Supply & demand. If employees and/or contractors don’t want to work for a company due to a lack of benefits or pay they can always move along.
