How does this work as a matter of New York State law — do the insurers just eat these costs because the regulator says so? Will the state allow them to recover their costs by increasing premiums in some fashion (even if not charged to the particular insured individual or groups)?

Good questions. Given it’s NY, the public message can often be quite different than the private message. However, I would not be surprised if nothing has been indicated to the Health insurers at this point.

Personally, this may just drive more “panicked” people to not financially worry as a reason not to go to the emergency room or the Dr’s office. Please, call first. In China, Dr’s offices and emergency rooms were breeding grounds for the spread of the disease.
