    If the penalty does not apply to somene who was uninsured due to non-payment of premium within the last six months then the driver only needs to purchase coverage once or twice a year and then simply fail to pay the premium. What type of encouragement to purchase full term insurance is that? Even if a driver is insured, chances are the coverage limit will be inadequate. Most US Citizens just don’t see the need to purchase anything other than the minimum limits required by law. We should spend more time figuring out how to instill a sense of responsibility into those who drive or pilot any type of mobile unit.
