      Doubly “Told you so”:
      The pipelines “state of the art” leak detection system can ONLY detect leaks that EXCEED the threshold of 25% of daily capacity (1 million barrels per day)! So if it springs a leak of UP TO 250 thousand barrels per day, it goes undetected. This particular leak was around 500 thousand barrels, or TWO DAYS of leakage at minimal threshold! BILL THE INSURANCE COS FULLY! They signed up! Utilities signed up for this too!
