The reason the 95 Saturn is so frequently stolen is that you can jamb a pair of scissors in the ignition and turn the engine. Kids are joyriding then leaving the cars after they run out of glass and then stealing another Saturn.
If you read the report correctly, it does not include vehicles stolen for joyride purposes. The report only included vehicles deemed a total loss.
