NAIC Announces New Staff in D.C.

The National Association of Insurance Commissioners recently announced that two key management positions in the Association’s Government Affairs office in Washington, D.C. have been filled.
New staffers Cheye Calvo and Brian Webb will serve as the manager for Government Relations, Policy, and Legislation and as the manager for Health, Legislation, and Policy, respectively.
As Government Relations managers, Calvo and Webb will head the NAIC’s financial and health policy and legislation teams. They will represent NAIC members before state, federal and international groups on insurance-related matters. Both will report to Brett Palmer, managing director of Government Relations.
Cheye Calvo served as the National Conference of State Legislatures’ senior federal liaison on financial services and transportation issues, managed the NCSL’s insurance program and directed state legislative efforts to modernize state insurance regulation, including cooperating with the NAIC to draft, endorse and enact the Interstate Insurance Product Regulation. As NCSL’s federal transportation liaison, Calvo led state efforts for incentive-based approaches to highway safety and innovative financing flexibility in the recent highway bill and for state-friendly, federal driver’s license standards. Prior to NCSL, Calvo served as chief of staff in Maryland to Prince George’s County Councilwoman Audrey Scott (R-Bowie). He also currently is the elected mayor of the Town of Berwyn Heights, Maryland.
Brian Webb has worked in health policy in Washington, D.C. since 1988 when he joined the office of Congressman Bill Thomas as the health legislative assistant. Webb served in that capacity when Chairman Thomas first became Ranking Minority Member of the Ways and Means Subcommittee on Health. After six years with Thomas, Webb worked five years in California Governor Pete Wilson’s Washington, D.C., office as deputy director and health and welfare aide.
Before joining the NAIC as a Health Policy analyst in 2001, Webb worked on Medicare and Medicaid policy for the BlueCross BlueShield Association and was the assistant vice president for Legislation for the then Federation of American Health Systems.
