This tactic is intended to buy time to revise the Republican’s Congressional Plan Proposal, and to create leverage for Trump and Congress to press the health insurance industry to solve some of the problems that existed before ACA, and problems created by ACA.
The eventual, quickly approaching collapse of ACA due to the current death spiral may have caused this tire patch tactic by TrumPresident. IT allows ACA to roll down the road until it reaches the end of the line, where the HI industry resolves most of the market problems with the help of regulatory support by Congress and state legislatures.

The high risk pools should be a target for major changes over the next decade. There are novel ways to spread the risks instead of subsidizing them. Subsidies reinforce excessive costs. Competition and the inevitable innovation for efficiency will lead to cost control or reductions that were needed, but which were not addressed by ACA. Too many people in Congress are lacking the knowledge to address these problems… so the HI industry needs to be tasked with finding the solution to the problem.
HI is NOT P&C. While your ideas are good, and should be part of any solution, they are insufficient on their own.
Companies can and do sell across state lines now.
Tort reform only saves 2-3% in premiums.
Tax credits for HSAs only benefit those with enough disposable income to save additional money. There is no benefit to people who are already living paycheck-to-paycheck, which is most of the middle class and lower.
The free market CANNOT solve the issues we have with health care/insurance. They have had the opportunity for decades and failed. When you put profits ahead of people, the people lose.
When we have a Commie in office for 8 years, the people lose. Massive fail under Obama. Sorry, you are not getting your precious Single Payer Progressive Socialist program.
Maybe we will, maybe we won’t get single payer health care, which is not socialist. (Get a freakin’ education in economics before posting about economic issues) If we do not, and we continue to have the problems we have had for decades, you cannot blame the idea.
