Iowa (in my limited experience, I know we have people here from Iowa that probably know better) tends to be more strict, with more of a property leaning for animals. Dogs, for example, are property if they have a collar and it has a rabies tag, if not, they are not even considered property, generally.
These people can get something to make it get out of the public eye, but that’s probably all.
