It seems pretty obvious that Puerto Rico currently can not govern itself, so this is a good move and most likely the only choice PR had to get the funding.
Wasn’t there any insurance in place? They estimate $100 billion in damage and request $94 billion from US?
The homes were not in flood zones, kinda like Houston. Don’t ya know when your real estate agent and banker tells ya you are not in a flood zone, your home can’t get flooded?
Question- Who establishes your base flood elevation for your home in an X zone?

It wasn’t just flooding. They had a lot of wind damage too.
Better wind than flood, FEMA’s flood coverage sucks.
We should just make Puerto Rico the 51st state already.
They may now, but it wasn’t that long ago that PR wanted to be independent of the USA.
We don’t need another Illinois or Connecticut.
You mean states that contribute more money to the US than they take in? Yeah, who wants that.
Ever heard of bankruptcy Ron? They are well down the road to doing that.
Why does that bother you down in TX? The fact that those states contribute more to than they take from the US should make you happy.
Yeah, I’ve heard of bankruptcy. Our current grifter-in-chief filed it 6 times.
