Why only order 150M tests for a population of 380M? Is there another order in the works for 230M tests so everyone who wants a test can get one?

So 150M symptomatic people could take this test, have it come back negative, still have and transmit C-19, AND need to have a molecular test to confirm or refute this negative antigen test.
Why did the gov’t decide to buy less reliable antigen tests when more reliable molecular tests are available? I’d rather get a reliable result in 4 days than a false negative in 15 minutes.
